Can you change the size of the wheels and tires in the XML files of a tractor? I have changed wheels on a mod to wheels I like but the front wheels are way to big for the mod.

No - FS19 uses external (post loaded) wheels. The properties are defined in separate xml's. See $data/shared/wheels/
Use alternative present wheels or create your own ones.
