is there any way you can assign a folder as a library?

|What is your intention?
If you mean Windows 'libraries' ask Google "windows libraries" - this will lead you to articles on "docs.microsoft.com".

|You can use the prefabs available on ModHub: GE menu Window -> Prefabs
This has the advantage that you have always access to most recent datas. No need to update yourself.
Else create a folder somewhere on your local drive, there DL the prefabs you wish into this folder.
For fast and easy access you may create a system environment variable eg. "set FS19PF=D:\FS19_prefabs". So you can get the directory quickly by entering the alias %FS19PF% in the import file window.
