hello, im trying to convert a mod from fs17 to fs19, it shows up in game in the store, but when i open it it doesnt show the model and when i try to buy it, it says 'delivery space blocked' even though there is nothing there. please help

The message "delivery space blocked" occurs often if the vehicle doesn't fulfill the specialization requirements.
In other words: your tries for converting were not successful.
Look into game log for more details.

Can't access the file.
Anyway, there are so much guides in web how to convert vehicles from FS17 to FS19 that it doesn't need another one here.
