You have the tag <vehicleTypeConfigurations> multiple (4x).
The XML parser, resp. configuration manager evaluates only the first one, the others are ignored.

Ever looked into a default vehicle's xml?
Each individual <xxConfiguration> must be within ONE tag <xxConfigurations>.

<vehicleTypeConfigurations> only make sense if you have indeed different vehicleTypes to select.

Examine the default vehicle.xml's to learn.

I don't think you understood me....

Can I add more than one design config I already have one thats working fine (it has a Front Guard Rollbar and SMV sign)
Now I would like to add a second for the Fenders and Cabs
I can't think of any Ingame stuff that has this off the top of my head either...

Did you ever see a vehicle with multiple sets of <designConfigurations> ?
So NO - the default configuration manager accepts only one tag <xxConfigurations>.
For more diversity you may use <configurationSets>.

If you want more, you must use a script mod which allows custom defined types of <..Configurations>.
But the better idea is making several different mods instead confusing irregular configuration types.
