what might cause my mod to be top heavy (aka very tippy)

"heavy" results from mass definition in components. "tippy" can also be inappropriate chassis definition, eg. in wheels.
Then you must also regard reasonable proportions in load full/empty. You cannot expect a 20k designed trailer expanding to 100k without losing stability.

Yes. All FS (internal) values base on SI system (International System of Units).

ok so my tractor should weigh as much as the real one...... I have the center of mass set to 0.00 1.55 -0.07 as thats what it says is the center in the editor should I lower the middle one?

The center of mass should be relative to the whole vehicle. The center of mass in the editor is relative to the node selected. The center of mass is in X Y Z coordinates (width, height, length)
